Ugly scenes broke out at the end of an Under-21 European Championship playoff after the referee red-carded an English defender at full-time.
Danny Rose was given the punishment for kicking the ball away and gesturing towards Serbian fans, what the Serbian Football Federation calls "extremely inappropriate, unsportsmanlike and vulgar behavior".
Rose, a Sunderland player on loan from Tottenham, charged that he and his teammates suffered monkey chants during the game, and that he was on different occasions pelted by stones and slapped.
Both sets of players and staff clashed after the final whistle, with English media reporting that England goalkeeper Jack Butland and coaches Steve Wigley and Martin Thomas were victims of physical abuse.
Serbia have denied claims of racism, blaming England for the brawl.
UEFA have decided to sanction both countries.
